What is the dIfference between balance and available balance?

Total Balance - Deposit = Available Balance

The Available Balance is what's actually available to purchase labels. It's equivalent to the Total Balance subtracted by the Deposit.

Deposit | Minimum Balance

A Deposit is required for Accessorial Charges - fees assessed by UPS for any discrepancies or adjustments that were determined for each shipment. Adjustments can occur for reasons such as inaccurately entered weights, wrong address fees, fuel surcharges, and several others. Audits are conducted weekly for these adjustments and are automatically charged against your Deposit.
